Employer Service Unit

The Employer Service Unit of the RI Dept. of Labor
& Training was established to provide the business
community with information on the services, programs,
and grant opportunities offered through the RI Department
of Labor and Training. There are ten Employer Service
Representatives (ESR's) who meet with employers, individually
or in groups, to offer assistance and answer any questions
regarding RI Department of Labor & Training programs
and services. Knowing how to get what you need is
not always easy, in fact in can be downright daunting.
Get to know your Employer Service Unit Team, your
single point of contact to the wealth of resources
and programs created to help businesses in Rhode Island
prosper.
- The Employer Service Team can post, screen and refer
job applicants for any and all of your employment needs.
They conduct on-site job recruitments, and can post
your job orders for you as well as offer your employees
training programs.
- They provide assistance with Employer
Registrations and Status, as well as information on
Unemployment Insurance, Temporary Disability Insurance,
and Workers' Compensation. They offer information on
available tax credit and grant programs.
- During times
of economic hardship, they can conduct Rapid Response
services for employees facing layoffs. They also offer
assistance with the Workshare Program, which allows
you to keep valuable employees as an alternative to
full layoff.
- Employer Service Reps are ready to assist
you. All services from the Employer Service Team are
provided at no cost to you. As part of the Department
of Labor and Training family, they strive to assist
today's savy employers with all aspects of their business.
The Employer Service Team is committed to each customer's
satisfaction. No company is ever too big or too
small.

is designed to be comfortable for everyone, even a person

Workforce Investment Office (SWIO)

The SWIO is the principle agency responsible
for administering and overseeing the federally-funded Workforce
Investment Act programs. Our goal is to provide you with all the
latest information and policies as well as offer important links
to our providers and services.
- Training Providers who would like their courses certified/re-certified
and added to the Program Year 2007 Statewide Eligible Training

Labor Standards Division

The Labor Standards Division is charged
with administering and enforcing the Labor Laws that affect
the workforce within the State of Rhode Island. This division
investigates wage complaints throughout the State of Rhode
Island with regard to compliance with issues such as Child
Labor, Minimum Wage, Overtime, Sunday/Holiday
Premium Pay, Parental and Family Medical Leave and Industrial
Homework, as well as the process used with regard
to hiring of Minors, investigating suspected violations
and ensuring compliance of the law.

The Governor's Workforce Board - Rhode Island

The Governor's Workforce Board is getting ready to launch the 2007 Comprehensive
Workforce Training Grant Program. $2,000,000 has been allocated
for employee training projects. All employers that pay into the
Job Development Fund (except those that received a Round One or
Round Two 2006 Workforce Improvement Grant)
are eligible to apply
for up to $50,000 in matching funds to train their existing workforce.
Applications are being accepted now and proposals are due by February
16, 2007.
M. O. S. T. Program Sponsored

Need skilled CNC operators?
Consider participating in the M.
O. S. T. (Machine Operator Skills Training Program) sponsored
by RIMES.
This program is designed to address the critical skills shortage
in the manufacturing industry. This unique program is geared
to train nontraditional workers in a fast track immersion
process to become CNC operators.
Students participate in an 80-hour training module that teaches basic
shop skills and offers training in the operation of CNC Mills and Lathes.
Successful candidates then hone their skills in an 8-week on the job
training at a participating employer – a great way for you to gain
the skilled employees you need.

United Way

A United Way Focus: Increasing Job Skills
Goals: Improving skills and attaining jobs for
the low-income/low-skilled workforce, developing
safe and thriving communities, and increasing
the amount of money returned to residents of Rhode
Island under the Earned Income Tax Credit.
Investment: $2.65 million over 21 months through December 2006.
Program investments in job development, neighborhood development
and an Earned Income Tax Credit initiative.
Highlights of strategic efforts and investments:
- Brought together experts from public, private and nonprofit
sectors to tackle the complex problem of
adult self-sufficiency in a coordinated way. We believe
this is a critical adult literacy/job skills
strategic collaboration in the state focusing exclusively
on the needs of low income, low skilled,
unemployed or underemployed Rhode Islanders.
- Piloting
a cutting edge work-force development program, Skill
Up Rhode Island, to work with specific
employers to identify their entry level job skill needs
and working with providers to train individuals to
meet those needs. Up to four workforce
partnerships will be funded beginning in early 2007.

Supporting development of a work readinessw certification
for Rhode Island.
Program Funding:
Amos House
Support to help expand the capacity
of the culinary arts training program, to include restaurant
instruction and a micro-business, catering for Charter Schools
and private schools throughout Rhode
Island. At least 100 students will participate and place
60 graduates in the food service
industry.
Dorcas Place Adult and Family Learning Center, Inc.
Support for three 6-month career
academy training programs for adults
with limited literacy and language
skills. The goal is to prepare them
with job-specific and/or industry-specific skills that
meet the entry level employment and
on-the-job-training requirements of multiple customer service
occupations. The program design includes academic instruction,
mentoring, internships, job placement
and follow-up support services for a minimum of 36 adults,
placing 27 in the customer service industry.
Drug and Alcohol Treatment Association of Rhode Island
The
Drug and Alcohol Treatment Association of RI in conjunction with
eight substance abuse agencies in Rhode
Island proposes to establish a Latino Substance Abuse
Counselor in Training Program. Trainees
will complete a one year competency based instructional
program that will include 152 hours
of substance abuse training in conjunction with on the job
supervised paid work experience at
participating organizations. "Will
place 36 bi-lingual/Latinos as substance
abuse counselors."
The Elmwood Foundation
The Elmwood Collaborative will implement
key features of the Elmwood Neighborhood Revitalization Plan (NRP).
This program will meet NRP objectives including continuing to work
with the neighborhood to implement improvements to Elmwood Avenue
and Updike Street to a) improve pedestrian safety and comfort,
b) calm traffic, and c) increase environmental health through both
restoration of the neighborhood's historic street trees and through
creating a small central neighborhood park in the residential Updike
Street area.
Goodwill Industries of Rhode Island
Our Employee Entry and Advancement
program will allow for under-served populations to access the job
training, adult vocational education and social services needed
to help them obtain and retain employment for at least 30 trainees.
There will be particular focus on the role of the job retention
staff who will insure the retention of employment and maximization
of income on the part of program graduates who have major barriers
to employment.
Groundwork Providence
The Groundwork Providence Environmental
Lead Inspector and Apprenticeship program offers advanced training
to participants of Groundwork's Brownfields Job Training and Development
Program. This program is offered to low income, un- and underemployed
residents in the Cities of Providence and Pawtucket and will place
10 lead abatement inspectors.
International Institute Rhode Island
The program serves refugees primarily
from Africa and now living in the Providence area aims to place
and provide skill training for 27 low income workers in a variety
of careers that have career ladders and the possibility for advancement.
John Hope Settlement House
Support for VITA sites serving Providence,
Southside/West End, and Olneyville with the goal of increasing
to 1750 the number of low-income working households filing for
the Earned Income Tax Credit.
Pawtucket Citizens Development Corporation
The Barton Street
Neighborhood Revitalization Project
(BSNRP) is
a comprehensive, community-based project
that carries out the goals and objectives set forth
in the Barton Street Neighborhood Revitalization
Plan. Focus on greenspace, youth activities
and anti-prostitution. This comprehensive community
based project will work with Groundwork
Providence and the YWCA of RI, both recipients of grants.
Peace Dale Neighborhood Revitalization
Committee
The goal is to create a more beautiful, functional
and inviting environment that will
attract higher levels of investment from its residents and businesses.
Grant funds will be used for youth
planning, community arts, the Pallisade Mills revitalization
and street lights.
Rhode Island Community
Action Association with the Westbay Community Action
Program
Support for VITA sites at CAP
organizations, which cover the entire state with the goal of
increasing to 1500-2000 the number
of low-income working households filing for the Earned Income
Tax Credit in areas outside of the
capital city.
Rhode Island Community Food Bank
Community Kitchen
is a culinary job-training program
for low-income, unemployed adults. This program offers training,
workshops, hands on experience, CPR
and national ServSafe certifications, and employment opportunities.
A minimum of 24 will be placed in the
food service industry.
Woonasquatucket River Watershed Council
This program will build
upon the Olneyville Action Plan's River - Riverside Park
- Manton Avenue Focus Area' which highlights the importance
of the efforts to rehabilitate a 9
acre brownfield Riverside Mills into a neighborhood park. The
proposed program will ensure the successful
reconnection of the community to a revitalized and safe greenspace
and recreational asset through participation
in the CPTED training program, the
formation of programming for the park and the development
of a Friends of the Park advocacy group.
YWCA of Greater Rhode Island
Support for the VITA
site serving Central Falls and Pawtucket,
with the goal of increasing to 180 the number of low-income
women filing for the Earned Income
Tax Credit.
Year Up
The program provides under-served urban
young adults with an opportunity to achieve economic
self-sufficiency through technology-oriented
careers and continuing education. The
program is a one year apprenticeship program for urban
young adults ages 18-24. The program
outlined in this proposal is Year Up's first cohort of
22 participants in Rhode Island. At
least 16 will be placed in the IT industry.
YouthBuild
Providence (The Providence Plan)
YouthBuild
Providence is an alternative education and job-training
program for dropouts between the ages
of 16 and 24. During the ten-month program, young adults
gain the educational foundation and
work skills they need to earn a good job and put them on
track for a better future. At least
30 to be placed in the construction trades.
2-1-1
In 2006, United Way Board of Directors
took the significant step of authorizing $500,000 annually
to build and maintain United Way 2-1-1
in Rhode Island. Nationally, 2-1-1 systems are available
in nearly 40 states. 2-1-1 is an information
and referral system similar to "411"
that will connect individuals and families
to valuable resources at appropriate
community based organizations or government
agencies. It will create significant
efficiencies in the human service system
in the state. 2-1-1 played a significant
role in assisting Florida and Gulf
Coast residents during their recent
battles with severe weather, including
Hurricane Katrina. United Way 2-1-1
in Rhode Island will be built on the
HelpLine that has been ably staffed
by CrossRoads-RI.
Our Earned Income
Tax Credit outreach project continues
to reap great benefits for individuals
who work, but still live in poverty.
A collaboration of grassroots agencies,
faith organizations, Labor and the
Internal Revenue Service, backed
by a $150,000 investment from United Way,
nearly doubled last year's returns
reaching more than $9.6 million in
credits, refunds and saved tax preparation
fees that will assist families during
these financially challenging times.
